The groups argue that merger proceedings of this scale — involving the utility that supplies power to one of the world’s largest concentrations of data center load in Northern Virginia — warrant direct community input rather than review confined to state regulatory filings. Public hearings would give residents a chance to raise questions about long-term electricity costs, grid buildout, and the pace of data center interconnection requests in their localities.

Dominion Energy is a regulated electric and natural gas utility operating through its Dominion Energy Virginia, Dominion Energy South Carolina, and Contracted Energy segments. Its Virginia franchise sits at the center of the nation’s data center corridor, where hyperscale cloud and AI facilities have driven sharp increases in peak demand and pushed utilities to accelerate generation and transmission investment.
