Federal Loan of Up to $1.9 Billion Clears Path for Duane Arnold Nuclear Restart

The U.S. Department of Energy has closed a loan facility of up to $1.9 billion supporting the recommissioning of the Duane Arnold Energy Center, the Iowa nuclear plant owned by NextEra Energy. The financing, announced via PR Newswire, marks a significant federal commitment to bringing retired nuclear capacity back onto the grid.

Duane Arnold, a single-unit nuclear facility in Iowa, ceased operations in 2020. Efforts to return it to service have been closely followed in the utility sector, as restarting previously shuttered nuclear plants has emerged as one route utilities are evaluating to add firm, carbon-free generation without building new capacity from scratch. The DOE loan program, which has historically backed new nuclear construction and major energy infrastructure, is now being applied to a recommissioning project — a comparatively rare use of the tool.

For NextEra Energy, the country’s largest utility by market capitalization, the federal financing reduces the balance-sheet burden of the restart. The company operates through its regulated utility Florida Power & Light and its competitive generation arm, NextEra Energy Resources, and has positioned nuclear alongside its large renewables portfolio as part of its generation mix. Shares of NextEra Energy traded at $82.70 in recent activity, down 1.51% from the prior close of $83.97, valuing the company at roughly $175.6 billion.

Restarting a retired reactor involves extensive regulatory review, equipment refurbishment, and workforce rebuilding, and timelines for such projects can extend over several years. The DOE’s decision to close the loan indicates the project has advanced through federal diligence processes, though operational milestones at the plant itself remain ahead.

The transaction also highlights the growing role of federal lending in the nuclear sector, where high upfront capital costs have historically constrained new investment. Recommissioning projects like Duane Arnold sit between full new construction and conventional plant upgrades in cost and complexity, and the terms of federal support can materially affect project economics.
