Virginia Regulators to Take NextEra-Dominion Review on the Road, Moving Hearings Beyond Richmond

Virginia’s State Corporation Commission (SCC) is planning to hold public hearings outside Richmond as it reviews the proposed combination involving Dominion Energy and NextEra Energy, according to a report from the Roanoke Times. The decision to spread hearings across the state would give customers and stakeholders in regions far from the capital a chance to weigh in on a transaction with wide-ranging implications for electric service in Virginia.

The SCC is the state agency responsible for approving utility mergers and assessing whether such deals serve the public interest. In rate-regulated sectors like electricity, that review typically focuses on questions of reliability, rates, service quality, and how a change in ownership might affect the utility’s obligations to customers. Hearing locations outside the Richmond area can make participation easier for ratepayers, local officials, and community groups who would otherwise face a long trip to the capital.

For Dominion, the review lands during a period of transition for one of Virginia’s largest utilities. The company, which provides regulated electricity and natural gas service through its Dominion Energy Virginia, Dominion Energy South Carolina, and Contracted Energy segments, saw its shares slip in recent trading. The stock closed at $66.22 previously and last traded at $65.10, down 1.69%, with a market capitalization of roughly $58.6 billion.

Utility mergers of this scale often draw attention from consumer advocates, industrial customers, and state legislators, all of whom may seek intervener status in the SCC’s review process. The proceeding timeline, scope of testimony, and any conditions the commission might attach to an approval will shape what the final arrangement looks like for Virginia ratepayers.
