National Labs Identify 15.2 TWh of Hydropower Potential in Non-Powered U.S. Dams

Researchers at Oak Ridge National Laboratory and Idaho National Laboratory have concluded that retrofitting a subset of America’s existing dams — those currently lacking power-generation equipment — could add roughly 15.2 terawatt-hours of electricity annually, sufficient to supply more than 1.4 million U.S. homes.

The analysis was conducted using HydroGenerate, a new modelling tool developed to estimate how much electricity could be economically recovered by installing turbines and generators at dams built for other purposes, such as flood control, irrigation, or water supply. Because the civil infrastructure already exists, the labs found these retrofits could deliver generation at a lower cost than building conventional hydropower projects from the ground up.

Hydropower remains one of the largest sources of renewable electricity in the United States, but the vast majority of the country’s roughly 90,000 dams produce no power at all. Converting even a fraction of that installed base is often cited by utilities and policymakers as a comparatively fast route to additional firm, dispatchable renewable capacity — generation that, unlike wind and solar, is not subject to curtailment during periods of oversupply because output can be managed to match demand.

The findings arrive as investor attention on clean-power infrastructure continues to grow. Among listed companies with exposure to renewable natural gas and low-carbon fuel markets, Clean Energy Fuels (CLNE) traded at $1.63, up 1.89% from its previous close of $1.60, with a market capitalization of roughly $359 million. In the utility space, National Grid (NGG) — a major regulated electricity and gas network operator with transatlantic clean-energy investment programs — changed hands at $77.21, down 1.1% from a prior close of $78.06, valuing the company at about $77.6 billion.

Neither company is directly tied to the new study, which was published by federally funded research institutions rather than private developers. However, the modelling tool is intended to be used by dam owners, utilities, and planners evaluating whether individual sites justify the capital expense of electrification, potentially shaping future project pipelines across the upstream hydro fleet.

The labs note that the 15.2 terawatt-hour figure represents a technical potential based on select sites, and that actual deployment would depend on site-specific economics, grid interconnection, and permitting timelines.
