The pledge, tied to merger plans that would join one of the nation’s largest renewable power developers with a regulated utility heavyweight, appears aimed at addressing local concerns about the combined company’s presence in Richmond — the headquarters city of Dominion Energy Virginia, the segment that handles generation, transmission, and distribution for the utility’s largest service territory.

Headquarters and office commitments are often flashpoints in large utility mergers, where regulators and community leaders scrutinize whether job losses or relocations will follow consolidation. A new tower in Richmond would serve as a visible counterpoint to those worries, positioning the city as an ongoing operational hub for the merged enterprise.
