A water quality permit for The Williams Companies‘ Northeast Supply Enhancement (NESE) project has been denied, raising questions about the timeline for the proposed natural gas pipeline expansion serving the New York City area, according to a recent Yahoo Finance UK report. The company is still working toward a fourth-quarter 2027 in-service date.

NESE is a midstream project designed to expand natural gas delivery capacity into the Northeast, a region where pipeline permitting has historically been a persistent hurdle. Water quality certifications are a key regulatory gate for infrastructure projects that cross or affect waterways, and a denial typically requires the sponsor to revise plans, reapply, or pursue appeals before construction can move forward.

For Williams, the setback tests a project that would extend the company’s Transco system, the backbone of its Transmission segment, which moves gas from supply regions to Southeast and Atlantic coast markets.
