Oracle urges FERC to expedite New Mexico gas pipeline for Project Jupiter

Published:

Investing.com — Oracle Corporation (NYSE:ORCL) has renewed its push for federal regulators to expedite approval of a crucial natural gas pipeline, warning that regulatory friction threatens to delay the startup of its massive Project Jupiter data center campus in New Mexico. The software giant urged the Federal Energy Regulatory Commission to grant swift authorization for the 17.8-mile Green Chile pipeline, which is designed to transport approximately 400 million cubic feet of natural gas daily to power the facility’s microgrid infrastructure.

The project relies on fuel cell technology from Bloom Energy to generate off-grid electricity, avoiding strain on the regional transmission system. However, the pipeline’s operational timeline has already slipped to February 2027, well past its initial August target, after opposition from local officials forced developer Transwestern Pipeline Co., a subsidiary of Energy Transfer LP, to reroute the line away from state lands onto federal territory.

Against that backdrop, regulatory hurdles continue to accumulate despite federal environmental assessments progressing through standard comment periods. Environmental advocacy groups and New Mexico Attorney General Raúl Torrez have pushed FERC to broaden its environmental review, demanding the agency evaluate the combined footprint of both the data center and the pipeline before granting final clearance.

To mitigate operational delays during the prolonged approval process, Oracle has considered utilizing trucked natural gas supplies to initiate early commissioning work at the site, Bloomberg reported previously. While trucking offers a temporary stopgap, a strategy the company has previously deployed on smaller deployments in Utah and Texas, it remains insufficient to supply the immense energy demands required for full-scale data center operations.

For Oracle, the stakes extend beyond project timelines to encompass substantial regional economic commitments tied to the four-building campus. In a letter to FERC Tuesday, the company highlighted that the development is projected to support nearly 5,800 peak construction jobs and generate up to $1.1 billion in annual economic output for Doña Ana County during its buildout phase.

Ultimately, the impasse underscores the broader operational headwinds tech hyperscalers face as they scramble to secure massive power capacity for resource-intensive workloads. As energy bottlenecks become the primary constraint on cloud infrastructure expansion, Oracle’s ability to navigate regulatory scrutiny will serve as a key test for off-grid data center developments.
